The 403 HTTP code is a catch all in the 400 range. Essentially it means, “No you cannot have this, but I will not say why.”
Others indicate the file is gone, authorization not successful, etc. I have most often seen this when the file permissions have been changed such that the web server is unable to display the file.
@ez - yes, I knew that was the case, I just found it amusing that I couldn’t subscribe to their feed.
